Job Summary – (Role Summary)

Under the general guidance and supervision of the Human Resources Manager, the Human Resources Officer will assist in planning, managing, controlling, coordinating and participating personnel activities in areas of staff benefits, wages, salary, labor and associate relations, recruitment, as well as recommending, implementing, formulating and executing hotel policies, procedures, rules, regulations and program for staff.
在人力资源部经理的统一领导与管理下,人力资源主管负责协调各部门经理计划,管理与协调员工福利、员工工资、劳资关系、新员工的招聘和员工培训等方面的人事工作;并负责制订,完善并执行酒店的规章制度,工作程序和其它员工活动。
Essential Duties and Responsibilities – (Key Activities of the role)

Recruitment 新员工招收
•Develops and implements recruitment and screening system.
协助制订与完善员工的招聘与筛选程序。
•Assists in establishing standard policies and procedures for recruitment. 
协助制订招聘的标准制度与程序。
•Ensures timely recruitment of staff.
保证新员工的及时招收。
Associate Check In办理员工登记手续
Keeps updated with new associate arrival dates
保持新报道的员工日期最新化。
Prepares to receive new associates.
准备迎接新员工。
Issue ID cards , Dormitory , lockers, etc. to new associates.
发放新员工工作证,安排宿舍,更衣柜等。
Opens and maintains a file for each associate.
建立和维护每个员工的档案。
Maintains up to date personal records for all associates.
更新维护每个员工的人事记录。
Associate Separation员工离职
• Issues separation clearance form to leaving associates.
为离职的员工办理离职手续。
• Collects all hotel-issued items from leaving associate and records receipt of such items.
收齐离职员工所有酒店给予的项目,并记录每一项目的收条。
• Coordinates with Division Heads to arrange for Exit Interviews.
与人力资源部经理一起协调安排离职面谈。
• Maintains updates all leave records of associates to ensure that all leaves are promptly cleared.
更新和维护所有离职员工的记录并保持离职手续迅速进行。
Maintains and enhances staff welfare to ensure high morale.
保持和提高员工工作积极性
• Overseas the provision of quality meals for staff by eating regularly at the staff restaurant.
监督员工餐厅定期用餐的饭菜质量。
• Ensures that locker rooms and other facilities are in proper order, making regular inspections.
保证更衣室和其它便利设置按规定次序进行。
Expatriate Work Permits, Residence Permits and Visas 
外籍人员工作许可证
• Contacts concerned personnel of the Wuxi Labor Bureau,and Yixing Public Security Bureau to apply for the work permit, residence permit and visa for expatriates within 30 days of their arrival.
联系无锡市劳动局和宜兴市公安局并在外籍人员到达30天内申请外籍人员工作许可证,居留证和签证。
• Contacts travel agents for ticket purchase for expatriates and other staff as requested.
联系旅行代理商并为外籍人员及有外出旅行需求的员工购票。
Others  其它
• Investigates and reviews all disciplinary actions to ensure that they comply with labor law, hotel rules and regulations.  Consults with division heads on appropriate action and recommends final results.
研究和复查所有的违纪违法行为,保证其根据劳动法,酒店规章和制度进行。请教部门负责人合适的处理办法并按最后讨论结果进行。
• Ensures staff compliance with hotel policies and procedures as well as with government regulations pertaining to employment practice.
确保员工服从酒店的政策和手续以及政府有关雇用的规章制度。
Contacts the Health Quarantine for associate pre-employment medical check-up.
联系健康检疫站进行有关员工首次报到的医疗检查或健康证办理。
Oversees selected staff activities to ensure effective staff management.
监督员工选举活动,确保有效的员工管理。
Administrates TM’s personnel movements; ensures all the forms and database are properly processed, filed and updated.
管理各类人事变动情况;确保所有的表格和数据都得到准确的处理,归档和更新。
Takes initiative to smoothen and simplify hiring process and cooperates with other sections/departments in a better way.
主动使招聘流程更加简洁和顺畅,并更好的配合其他部门的工作。
Updates manning headcount and compiles the monthly manning report.
更新人员编制并完成月度人员编制报表。
Facilitates section managers to train new Team Members to ensure a quick adaptation.         
协助部门经理培训新员工以确保其快速适应。
Posts job vacancy on online recruitment channels and follows up the hiring status.
将空缺职位公布在网站上并跟进招聘流程。
Anticipates recruitment needs for all departments and makes trainee forecasting.
预见各部门招聘需求并做好实习生的人员安排。
Manages student trainees and cares them in work and life.
管理实习生,关爱他们的工作及生活情况。
In charge of new hire journey for on boarding Team Members including Trainees.
负责新员工的入职员工体验包括实习生。
Formulates and administers Human Resources policies and procedures.
有系统地陈述和管理人力资源部的政策和程序。
Prepares and maintains the Human Resources Manual for the hotel, seeing that its philosophy, policies and procedures are carried out.

Advises the Human Resources Manager on documents and procedures needed for possible transfer of expatriate residence permits.
为人力资源部经理提供外籍人员居留证可能需要的文件和程序。
Keeps track of expatriate permits validity and handles renewal/extension of such permits.       
保存外籍人员许可证的确实性和每个许可证明的操作更新及延伸。
Maintains and updates staff records, legal documents, policies and procedures and other personnel matters.
管理和更新员工的档案、法律法规文件、酒店规章制度与工作程序,以及其它人事文件。
Prepares and submits periodic personnel reports such as turnover, personnel inventories, recruitment, staff accident.
定期准备并提交人事报告,汇报如人员的流动,员工人数,招聘新员工和员工事故情况。
Follows up closely the end of probation period date and end of contract date.
密切跟踪员工试用期或合同的到期期限。
Assist in establishing personnel department budget.
协助计算人力资源部所需预算。
Monitors the staff performance review.  
监督对员工工作表现的评估。
Analyzes hotel manpower requirement and recommends selection activities to meet the requirement.
对酒店的员工需求数量作宏观分析,并根据需要提出调整建议。
Monitors present and future trends of the local labor situation, legislation and recommends appropriate action.
监督用工现状以及当地与之相关的法令法规的发展趋向,并以此采取相应措施。
Reviews personnel policies, procedures and practice.  Recommends changes, modification or update information to the Human Resources Director.
研究有关人事方面的政策规定以及相关操作程序与惯例,如有改动变更或最新规定,及时向人力资源部经理汇报。
Regularly inspects staff restaurant, locker rooms, restrooms and other staff facilities to ensure that they are well maintained and used.
定期检查员工餐厅、更衣室、休息室和其它员工便利设施并保持其良好的维护和使用。
Monitors and reviews hotel benefits and compensation and recommends to the Human Resources Manager of the changes as appropriate.
监督饭店的员工福利和补助情况。如有变化,向人力资源部经理汇报。
Monitors the follow up of the time record of the staff.
监督员工考勤记录。
Keeps track of associates’ birthdays and give proposals to celebrate them on a monthly basis.
保存员工的生日日期,并根据每月的基础建议员工的庆祝活动。
Actively participates in the organization of all staff activities.
积极参与酒店组织的所有员工活动。
Actively participates in the Associate Opinion Survey and provides suggestions to improve associate situation.
积极参与员工意见考察和提供改善员工情况的建议。
Acts on all associate correspondence within 48 hours.
有关员工的信件在48小时之内给予回复。
Receives visitors and candidates in a professional manner as well as ensure the prompt, efficient and courteous delivery of service to them.
以专业的方式接待访客和求职应征者,以及为其提供迅速,有效礼貌的服务。
Counsels hotel personnel as needed in the area of career planning, job transfer, staff relations and legal requirement related to personnel.
为酒店员工提供必须的人事咨询,包括工作岗位的选择、调动工作、同事关系以及有关人事法律、法规等方面。
Implements an effective staff relations and motivation program in the hotel.
促进员工关系、调动员工积极性。
Develops and implements programs to ensure staff security and safety.
协助制订并完善员工安全保障制度。
Disseminates information regarding staff activities, hotel personnel policies, procedures, and any information related to employer-associate relations.
及时准确向员工做好人事宣传工作,如通知举办活动或公布人事新举措。
Responsible for ensuring a good team spirit and motivation of the team.
培养相互合作精神,调动员工积极性。
Coordinates and executes staff social, athletic and recreational activities.
组织举办员工社交、文体活动。
Interacts with individuals outside the hotel including but not limited to, staff benefit representatives, applicants, government officials and members of the local community.
与负责管理员工福利和其它相关事务的政府官员、地方代表保持好联系。
Responsible for the management of staff dormitory, and assist in the management of staff canteen.
负责员工宿舍的管理,并协助员工餐厅的管理。
Performs other related duties and special projects as assigned by superiors.
完成其它上级领导布置的工作。
2.  REQUIRED QUALIFICATIONS

Communication skills are utilized a significant amount of time when interacting with others.

Proficient in the use of Microsoft Office

Qualifications –
学历
Bachelor’s degree or Diploma in Human Resources or management or Training.  
具有人力资源或管理学相关的毕业证书
Experience –
经验
1 years of relevant experience or similar supervisory role, or an equivalent combination of education and work-related experience.
1年相关工作经验或相似的管理经验,或与此相当的教育与工作经验结合的背景。
